The City Hall marriage bureau has recently been renovated and is trying to become a international wedding destination. You'll find the info on what you need at the link below. It's cheap $35 for the marriage license and an additional $25 for the City Hall ceremony. Do you have any idea the kind of food you'd be interested in or the per head budget. City Hall is quite near China Town - real fun and very cheap would be to have a meal at one of the dim sum palaces after the ceremony.
